3 dead, 244 rescued, 1,500 evacuated as floods continue to batter Palghar | Mumbai News

Palghar: Flood conditions continued to prevail across Palghar district on Friday despite a reduction in rainfall, leaving three people dead in Dahanu, and with several villages remaining cut off and without electricity. Rescue teams evacuated 244 people stranded by floodwaters, while nearly 1,500 residents were shifted to safer locations as authorities continued relief operations. The heavy rain over the past few days has severely affected Dahanu, Talasari and Palghar talukas, submerging roads, damaging bridges and culverts, and disrupting connectivity to several villages. The three people who lost their lives in rain-related incidents in Dahanu taluka include Jagdish Machhi, 39, who was swept away in floodwaters, and Rupesh Dhadga, 30, who died after slipping into a waterlogged area while on his way to his farmland. The identity of the third deceased person is yet to be established, officials said.Four teams of the National Disaster Response Force (NDRF) were deployed for rescue and relief operations across the district. In a joint operation, the NDRF and the Vasai-Virar Municipal Corporation’s fire brigade rescued 244 people and two animals from Gunjale, Kirat and the S Crane Factory area.Flooding also disrupted road traffic at several locations. Traffic on stretches of National Highway 48, including the Talasari-Ahmedabad carriageway, as well as on several state highways and major district roads, was temporarily suspended after roads were inundated, culverts were washed away, landslides occurred and trees fell on roadways. The torrential rain caused extensive damage to MSEDCL‘s power distribution infrastructure. A total of 97 high- and low-tension electricity poles collapsed, while around nine kilometres of power lines were damaged. In addition, 25 distribution transformers and 10 power feeders were affected, leaving several villages without electricity. MSEDCL said efforts were underway to restore power supply across the district by Saturday. The public works infrastructure also suffered significant damage. Nearly 29.45 km of roads have been damaged, while 24 cross-drainage structures and causeways and six bridges have been affected. The preliminary cost of restoration has been estimated at Rs 13.5 crore.District collector Dr Indurani Jakhad said the administration was closely monitoring the situation and that rescue, relief and restoration work was continuing on a war footing.Vasai-Virar faced a second consecutive day of complete disruption in water supply on Friday as power supply to key water treatment facilities remained unrestored too.Heavy rainfall over the past three to four days has knocked out electricity at the Suryanagar Water Treatment Plant at Kavdasa, the old and new Surya dam water supply schemes at the Maswan pumping station, and the Dhuktan Water Treatment Plant. The outage has brought the city’s water distribution system to a standstill.

Kalyan ground sought for student stir, KDMC gives it for match
CJP members at a press conference in Kalyan on Friday

Kalyan: A controversy erupted after Kalyan-Dombivli Municipal Corporation (KDMC) allowed a cricket tournament to be held on a sports ground in Kalyan on Saturday amid a students-led group’s plan for a peaceful protest backed by Cockroach Janta Party (CJP) there the same day.The organisers claimed they had procured police permission for the protest, but at the time of going to press, police officials said their request had neither been granted nor rejected. Civic authorities said the ground maintained by KDMC is specifically meant for sports activities.According to one of the organisers, Durvesh Borgaonkar, who is linked with CJP, the initial plan was to hold a peaceful protest demanding the resignation of Union education minister Dharmendra Pradhan at Subhash Maidan in Kalyan, but they changed the venue to Phadke Ground, keeping in mind potential traffic congestion owing to the stir. The organisers claimed they submitted applications seeking permission to both KDMC and police. KDMC, however, allotted the ground for a cricket tournament, reportedly organised by persons associated with BJP.“Who plays cricket on a muddy ground during heavy rains? Those who wish to play are free to do so, but we will carry out our protest peacefully from noon to 5pm,” Borgaonkar said.Congress’s group leader in KDMC Kanchan Kulkarni alleged that the civic administration had prioritised the cricket event to suppress students’ democratic right to protest. She said her party will support the protest. The organisers said they expect students from Kalyan, Dombivli, Thane and Shahapur to participate in the protest. Shiv Sena and BJP hold the majority in KDMC.

Mumbai senior citizen kept under ‘digital arrest’ for 2 weeks, loses nearly Rs 8 crore
The FIR was registered at West Region Cyber police station in Bandra West on July 21

Mumbai: A 73-year-old Andheri resident, who runs a tours and travels business, lost nearly Rs 8 crore to fraudsters who posed as Delhi police officers and placed him under digital arrest for almost two weeks in a fake money laundering case.In a first, the complainant realised he had been duped only when officials from the West Region Cyber police station in Bandra (W) reached his residence on July 18, and said that they had received information from the Indian Cybercrime Coordination Centre (I4C) intelligence team in New Delhi about him being targeted by fraudsters.According to the FIR registered at West Region Cyber police station on July 21, the fraud began on July 5. The complainant said: “I received a WhatsApp call at 11.30am. The caller told me he was from Delhi Police and that they needed to interrogate me as a bank account in my name was used in the multi-crore money laundering case related to Jet Airways founder Naresh Goyal registered there.”The complainant believed the caller as the WhatsApp number had a Delhi Police display picture. “They told me that since the case was related to national security, they would investigate it with extreme confidentiality and therefore, I should not tell anyone at home about it,” he said. “Later, I received a WhatsApp video call for the ‘interrogation’. The caller identified himself as Rahul Gupta from Delhi Police. He said that my Aadhaar card details had been used to open an account in a nationalised bank and Rs 7 crore had been deposited in it. He also threatened to send an arrest warrant via WhatsApp. I got scared.”Explaining the modus operandi of such fraudsters, a cyber police officer said: “What starts as a simple call quickly becomes controlled. The victim is pressured with legal threats and kept engaged for hours. As urgency builds, resistance fades, and compliance follows. By the time money is demanded, the situation feels real enough to not question.”The officer said that to further scare the complainant, the fraudsters sent fake documents referring to the case filed with the Enforcement Directorate on the victim’s WhatsApp. They also called him every few hours to check on his whereabouts. “Later, one Nisha Patel from Delhi cyber police station called him and said that as his involvement was apparent in the transactions that took place in the bank account, they had filed a writ petition in Supreme Court. She further claimed that the SC had instructed that all his mutual funds, fixed deposits, and bank deposits would have to be sent to the bank accounts they have provided for verification. The fraudsters also sent him a fake SC order on WhatsApp to gain his trust,” said the officer. The complainant transferred around Rs 7.9 crore to various private bank accounts provided by the accused between July 7 and 16. “I realised that I had been duped only when the West Region Cyber police came home on July 18 and said that they have received information from the I4C intelligence team about a ‘digital arrest’ fraud happening with me,” he said. Cyber police have initiated the process of recovering the Rs 7.9 crore that the complainant was made to transfer in six transactions to the private bank accounts. What is 14C intelligence teamThe Indian Cybercrime Coordination Centre (I4C) in New Delhi is a national-level nodal center under the Ministry of Home Affairs that assists law enforcement agencies with cybercrime investigations, featuring the National-Digital Investigation Support Centre and a pilot e-Zero FIR system for major financial frauds. Traffic snarl on Mumbai-Ahmedabad Highway

Palghar: Thousands of motorists and passengers remained stranded for several hours on the Mumbai-Ahmedabad National Highway on Friday after heavy rainfall in Palghar district and neighbouring Gujarat triggered severe traffic congestion.Floodwaters from the swollen Daman Ganga River inundated parts of the highway, bringing traffic to a complete halt and leaving vehicles stranded on both sides of the Maharashtra-Gujarat border. After rainfall subsided past midnight, a large number of vehicles that had been parked along the highway resumed their journey simultaneously, worsening the traffic situation. Traffic on the Gujarat-bound carriageway came to a standstill from around 5.30 am, with long queues of vehicles stretching from Achhad to Manor in Palghar district. The congestion was further aggravated by ongoing flyover construction work at Vivalvedhe, where traffic was diverted through a service road, creating a major bottleneck.Motorists caught in the gridlock described the situation as extremely distressing. Many said they earlier halted their vehicles along the roadside as a precaution during the heavy rain but found no access to food or accommodation at nearby hotels or roadside eateries. When they resumed their journey after the rains eased, they found themselves trapped in an hours-long traffic jam.Several drivers said they were without food and drinking water for 12 to 15 hours. The situation proved particularly difficult for families travelling with children, women and senior citizens in private vehicles.Local police and highway police personnel were deployed to regulate traffic and clear the congestion. By around 3 pm, traffic movement on the Mumbai-bound carriageway had improved partially, and vehicles were slowly moving up to Dapchari.Authorities said traffic was expected to return to normal by late evening.

Navi Mumbai Municipal Corporation clerk booked for skipping SIR duty for 8 days

Navi Mumbai: A 35-year-old typist clerk at Navi Mumbai Municipal Corporation’s Zone 2 office in Koparkhairane was booked on Friday for not reporting for duty as Booth Level Officer (BLO) during the Special Intensive Revision (SIR) exercise. The FIR was registered at Koparkhairane police station by the NMMC ward officer of Koparkhairane node, Bharat Dhande (57), after the Electoral Registration Officer (EFO) for the 150-Airoli Assembly constituency, Priti Patil, complained against the civic employee identified as Jeevan Sonawane for skipping his SIR duty by remaining absent from July 16 to 23.The accused was booked under Section 32 of the Representation of the People Act, 1950, for the offence of breach of official duty, which penalises election officials and personnel for failing to properly perform duties related to the electoral rolls without reasonable cause.Meanwhile, NMMC commissioner Kailas Shinde warned that any employee neglecting duty in the SIR exercise will face strict legal action and that all appointed BLOs must ensure that the electoral roll revision work is completed accurately within the stipulated time period, which was extended till Aug 8.Ward officer Bharat Dhande said, “The typist clerk Jeevan Sonawane was issued an order by EFO Priti Patil on July 15 to accept responsibility as a BLO, as per list part number 343, for verification of the voter list for the 150-Airoli Assembly constituency. He was assigned the responsibility of door-to-door enumeration in the Bonkode area to physically verify resident details and distribute enumeration forms to citizens to register or update their data in the voter list of 2026. However, he remained absent from July 16 till 23 and failed in the official duty assigned to him. Despite repeatedly telling him to fulfil his official duty of SIR, he ignored the orders of the ERO. I had even convinced him to attend his BLO duty as it was only till Aug 8 and even told him to give priority to SIR work and, if needed, he would even be provided an assistant. But he was reluctant and remained absent continuously, which adversely affected the SIR exercise in the area assigned to him.”Dhande added, “After the FIR was registered against Sonawane, he came to my office and said that he will fulfil his BLO duty from July 25. After he completes his official duty, I will personally take him to Koparkhairane police station’s senior inspector and submit a report. However, regarding the FIR against him, the further legal course of action will be decided by the State Election Commission.”

Abu Salem must pay fine or serve default term: CBI to TADA court
The special TADA court had directed the CBI, the investigating agency, to file a reply on Abu Salem’s plea

Mumbai: The CBI has told the special TADA court that the extradited gangster Abu Salem must deposit the fine imposed on him in earlier convictions with the court registry before the expiry of the 25-year term applicable to Salem’s incarceration.“In view of the said period of 25 years of imprisonment fixed by the Supreme Court, the said fine amount is required to be deposited before the completion of the said period of imprisonment,” the CBI said in a recent reply. The CBI said failure to clear the dues on or before Oct 12, 2030, would require Salem to undergo the alternate default sentences stipulated in the judgment. The response came after Salem, lodged in the high-security cell at Nashik Road central prison, moved the special TADA court seeking clarity on whether he is required to pay a total fine of Rs 16.51 lakh imposed in two convictions, or face an additional default sentence of 18 years and six months if the amount remains unpaid.Salem’s application, dated June 22, 2026, was filed nearly 11 years after the first conviction in the Pradip Jain murder case and almost a decade after the conviction in the 1993 Mumbai serial blasts case. Authorities at Nashik Road central prison also approached the court for directions, stating that clarity was needed on the fine and the consequences of non-payment.In the plea, Salem said, “Whether the applicant is required to pay any amount of fine or he has to undergo sentence instead of the fine amount, because the jail authorities themselves are not aware of the fine proceeding. The present department is duty-bound to ensure that prisoner undergo their sentences…The applicant is praying this… court to give direction to the Jail authority about the fine amount whether it has to be paid by the applicant. The special TADA court had directed the CBI, the investigating agency, to file a reply. In the response, the prosecution took the position that the fine cannot be treated as optional and must be deposited before the stipulated deadline, failing which Salem would be liable to serve the default sentence. “As the applicant (Salem) has approached this… court seeking a direction to the jail authorities about the fine amount, this…court may, in accordance with the prescribed procedure, direct the convict or accused to deposit the said amount with the registry of this… court,” the CBI submitted.

Navi Mumbai residents and activists protest ongoing illegal quarry blasting in Kharghar

Navi Mumbai: Residents and environmental groups complained of continued blasting at an alleged illegal stone quarry behind the Tata Cancer Hospital and at a builder’s construction site near Utsav Chowk on the Kharghar hill range. The National Green Tribunal’s Western Zonal Bench is scheduled to hear the matter. Residents said they were jolted by powerful blasts, particularly at night and during heavy monsoon downpours, and alleged the activity continued despite the chief minister’s intervention and concerns over public health and environmental damage. The NatConnect Foundation, Swarnsrishti Habitat Restoration Foundation and Save Kharghar Ecology Forum petitioned CM Devendra Fadnavis, seeking an immediate halt to all blasting and hill-cutting activities. The representation said quarry blasts continued behind the Tata Memorial Centre’s Advanced Centre for Treatment, Research and Education in Cancer (ACTREC), while another hill face near Utsav Chowk was repeatedly blasted for a real estate project, accelerating the destruction of the contiguous hill stretch. The CM referred the representation to the urban development department secretary for appropriate action more than a week ago, but residents said the blasting continued. The quarrying issue was already before the NGT, which took suo motu cognisance of media reports stating the impact of mining activity on cancer patients and the surrounding environment.Pursuant to the Tribunal’s directions, ACTREC filed an affidavit stating that dust generated by the stone-mining activity frequently exceeded permissible limits and posed respiratory hazards to patients undergoing chemotherapy and bone marrow transplantation. ACTREC said repeated blasting generated vibrations capable of damaging hospital buildings and disrupting highly sensitive equipment such as Proton Beam Therapy systems, radiotherapy accelerators and advanced research instruments that require vibration-free conditions.ACTREC also cautioned that quarry runoff carrying suspended particles and possible chemical contaminants could adversely affect surface water within the campus. The Tribunal constituted a Joint Committee comprising officials of the Maharashtra Pollution Control Board, Raigad Collectorate, Directorate of Geology and Mining and the Union Ministry of Environment, Forest and Climate Change to inspect the site, determine whether illegal mining took place, assess its impact on the hospital and recommend remedial measures. In a submission before the Tribunal, the Raigad collector stated that no quarrying permission was granted since 2020-21, although six stone-crusher units continued to operate on earlier permissions. Residents and environmentalists said the continuing blasts raised questions about the nature of the ongoing excavation.“We welcomed the CM’s prompt response in referring our representation to the urban development department. Yet the blasting continues almost every day from two different locations on the same hill range. The administration must explain how this is being allowed when the matter is before the NGT and the district administration itself has stated that no quarrying permission exists,” said B N Kumar, director of the NatConnect.Jyoti Nadkarni, director of the Swarnsrishti Habitat Restoration Foundation, said continuous hill blasting during the monsoon could destabilise slopes, increase landslide risks and permanently damage natural drainage systems. “These hills are part of Navi Mumbai’s ecological infrastructure. Once destroyed, they cannot be recreated,” she said.Residents lived in fear as explosions echoed across Kharghar day and night, said Jyoti Nair, convener of the Save Kharghar Ecology Forum. “Instead of restoring hills already scarred by quarrying, another section is being blasted for construction. We are watching an entire hill range disappear before our eyes,” she said.
