BMC plans to allow shared waste processing sites for big waste generators lacking space

Sanjeev DevasiaMumbai:While the BMC has invited expressions of interest (EOI) from third-party agencies to help bulk waste generators (BWGs), including housing societies, hospitals and commercial establishments, to set up and operate decentralised, on-site wet waste processing systems, the civic body is also planning to allow establishments and societies that do not have adequate space for in-situ processing to tie up with nearby housing societies or establishments that have the required space. The BMC is also offering a property tax rebate of up to 15% to establishments undertaking in-situ waste processing. Meanwhile, 31 firms participated in the pre-bid meeting organised by the BMC as part of the EOI process. Of the 2,025 BWGs, including housing societies and commercial establishments, registered with the BMC, A-ward has the highest number at 263, followed by G-South and P-South wards.As per civic rules, housing societies and commercial establishments generating over 100 kg of wet waste daily, or a built-up area exceeding 20,000 square metres or having daily water consumption of 40,000 litres or more, have to set up an on-site waste processing system or hand over the waste to the BMC as of now.“However, there are many establishments and housing societies which are BWGs but do not have the space to set up waste processing units. So, we plan to allow establishments or housing societies to tie up with establishments that have the space to set up the waste processing system within their premises. The establishment providing the space will also be able to avail of the property tax rebate. The establishments or societies can form a Special Purpose Vehicle (SPV) after identifying the appropriate technology for processing their wet waste,” said a civic official.Accordingly, the BMC floated an EOI to empanel third-party agencies that will assist societies and institutions with site assessments, technology selection, installation, operation and maintenance of waste processing systems, staff training, statutory compliance and linkage of dry waste with authorised recyclers.According to civic sources, 31 firms took part in the pre-bid meeting held after the BMC invited EOIs from qualified agencies to help BWGs set up and operate on-site waste processing systems, as part of an effort to reduce dependence on landfills and long-distance transportation of garbage. So far, the civic body has identified 3,177 BWGs across Mumbai, of which 2,025 are registered with the BMC. Many of these carry out various forms of waste processing using different methods. Under the Solid Waste Management (SWM) Rules, 2026, all BWGs need to be registered. Therefore, the civic body is in the process of ensuring that all BWGs are registered through the BMC ward offices.

Mumbai: Despite opposition from the BJP, Shiv Sena (UBT), activists and residents’ groups, the BMC has gone ahead and given a six-month extension to the ‘validity’ of Shri Vile Parle Kelawani Mandal’s (SVKM) bid to take over the 12-acre plot housing the Chhatrapati Shivaji Maharaj Sports Complex in Andheri (West).The bid validity ended on Aug 1 and has now been extended till Feb 2027. This means that SVKM will be able to take over the plot till Feb 2027. Officials said that usually the validity of any bid is six months, and if the proposal is not accepted during this period, then the tender should be cancelled and a fresh tender is usually floated. Sena (UBT) MLA Aaditya Thackeray said he will lead a protest march of Advanced Locality Management (ALM) and resident groups against the takeover of three open spaces in Juhu and Andheri (West) SVKM led by BJP MLC Amrish Patel. The allotments have already been opposed by Mumbai BJP chief MLA Ameet Satam.In fact, the BMC’s proposal to extend the bid validity quotes Satam’s letter seeking scrapping of the proposal. “First, the initiation of such a tender to allot reserved open space of BMC under PPP model when open spaces policy for the city is not yet finalised is completely illegal, and any reserved open space in the city can’t be tendered and allotted in this manner. Hence, kindly cancel the tender immediately,” the BMC proposal states quoting Satam’s letter.The Gulmohar Area Societies Welfare Group and RTI activist Anil Galgani have also urged CM Fadnavis to ensure that all three plots remain reserved open spaces, open and accessible to the general public at all times, in conformity with the Development Plan (DP). “This shows the BMC is still keen on giving the plot to SVKM despite the opposition. The bid validity should not have been extended. With this, the BMC has kept the issue alive and will allow SVKM to still take over the plot after the opposition weakens,” Galgali said.Patel, who is president and trustee of SVKM, has maintained that there are no irregularities in allotment of the plots and that they were transparently given by BMC/Mhada and the due process was followed. “We will utilise these plots for creating sports facilities for 52,000 of our students. There will be no construction and the plots will only be used for sports purposes,” Patel has said.Officials said bid validity is the fixed timeframe—typically 90 to 180 calendar days from the date of bid opening—during which a bidder’s quoted prices, terms, and conditions remain legally binding and cannot be changed or withdrawn.

Mumbai: Two men were arrested from Raipur in Chhattisgarh by a Vanrai Police team in connection with a case of cheating a logistics firm to the tune of Rs 94 lakh. Police said the accused were on the run for the past year. More arrests are likely.Last year, the vice-president of a logistics firm registered a police complaint. The complaint was lodged against the firm’s zonal head for conniving with the owner of an online transport company and three owners of a shipping company to cheat the complainant’s logistics firm of Rs 94 lakh. The accused created fake receipts, bogus stamps and fake e-way bills to show that goods were being transported when in reality nothing was transported.The police team learnt that some of the accused were holed up in Raipur. Vanrai police travelled to Chhattisgarh and tracked down two of the accused from New Raipur after a chase. On Aug 6, they were arrested and brought to Mumbai.

Mumbai: A seven-year-old boy allegedly sustained an injury to his upper lip after being hit with a plastic bottle by a daycare staff member at Euro Kids Runwal Forest, Kanjur Marg.The Vikhroli police have booked the staffer under the Juvenile Justice Act.According to the police on Aug 4, the child was at the daycare from 3 pm to 8 pm as both his parents work. When his mother arrived to pick him up at around 8 pm, staff allegedly claimed that he had fallen while playing. However, after reaching home, the child told his mother that a daycare staff member had thrown a plastic bottle at him. He was subsequently taken to Fortis Hospital for treatment, following which his parents lodged a complaint against the staffer.

Navi Mumbai: The Panvel City police cyber cell probing a cyber fraud case of online stock market trading scam wherein a retired Border Security Force (BSF) jawan, a Panvel resident, was duped of Rs 19.9 lakh, have arrested an accused 23-year-old youth, a D.Ed student, from Shivpuri town in Madhya Pradesh, who had allegedly opened a mule account for receiving around Rs 2 lakh out of Rs 19.9 lakh of the cyber fraud complainant.PSI Sushant Dudde of Panvel informed that, the arrested accused was identified as Yogendra Lokendra Bais alias Shiva Thakur, who was arrested on July 24 after money trailing the banking transactions and found the accused mule account holder Yogendra Bais had connived with cyber scammers by providing his mule bank account for receiving money of several cyber fraud victims for which he earned commission.The probe has revealed that the arrested accused Bais had used his mule bank account for parking money of several other cyber scam victims with banking transactions of around Rs 10 lakhs, including Rs 2 lakh out of Rs 19.9 lakh received from the complainant. During the probe, we have money trailed several mule accounts in Kareli town of MP, which has emerged as a new hub of cyber crime syndicate and even some mule accounts in Bengaluru city, where the complainant Panvel resident’s money was received by various transaction. Accordingly, the mule bank account holders are being traced.As per the FIR registered on June 8, the complainant identified as Dilip Singh Rajput (44) had taken voluntarily retirement as Border Security Force (BSF) Jawan and currently worked as security guard with Reliance company in south Mumbai. He was defrauded by cyber fraudsters between Nov 12, 2025 and Jan 14, 2026.On Nov 12, 2025, Rajput was added to an unknown WhatsApp group, where there were more than a hundred members. The group admins were advertising about online stock market trading by assuring high returns and claiming that the members promoting the advertisement will earn reward points.The next day, Rajput recieved a Telegram link on his WhatsApp. When he clicked on it, he was added to the Telegram group @Mariam-VIP005, where information was being given about online stock market trading and assuring high returns. The group admins were giving a barcode and an account number for transferring investment amount. Thereafter, Rajput was provided a link that he clicked and was added to a Telegram group @Bharat Bharat-FNFD0001, where his investment amount was being displayed along with his virtual profit.Rajput was able to withdraw Rs 10,000 profit, thus gaining his trust and he continued to invest by trading online as guided in the Telegram link till Jan 14, 2026, when his profit was being displayed virtually on the Telegram link.Thereafter, when he unable to withdraw his profit and questioned the group admins, he was told to transfer more amount for enabling withdrawal. Despite depositing a total of Rs 19.9 lakh, when he was unable to withdraw his profit, he demanded to refund his invested amount. But, he was repeatedly being told to transfer more amount. It was then he realised that he was conned and lodged a police complaint.Accordingly, an FIR was registered at Panvel city police station under BNS section for cheating along with Information Technology Act sections for the offences of punishment for identity theft and cheating by personation using a computer resource or communication device.

Palghar: State govt has sanctioned Rs 39.86 crore in financial assistance for families, shopkeepers and stall owners affected by heavy rain and flooding in Palghar in July. The district administration has started distributing the relief, with Rs 22.77 crore already reaching 15,190 beneficiaries.Heavy rain in Palghar in July had caused extensive financial losses to residents, following which state govt announced a special relief package. Under the family assistance category, Rs 22.77 crore has so far been distributed among 15,190 beneficiaries.Dahanu has received the highest share, with 5,321 beneficiaries getting Rs 7.98 crore, followed by Vasai, where 5,000 beneficiaries have received Rs 7.50 crore. Assistance to another 7,707 affected beneficiaries is yet to be disbursed, and the process is underway.Of the Rs 9.99 crore sanctioned for shopkeepers and stall owners, Rs 35.95 lakh has been allocated to Palghar, Rs 1.30 crore to Dahanu, Rs 5.50 lakh to Talasari and Rs 5.025 crore to Vasai. Verification of eligible beneficiaries and disbursement of the assistance are currently underway.

Khar Police Arrest Man for Running 22 Mule Accounts in ₹7.4 Crore Cyber Fraud
2 booked for creating 22 mule bank accounts used for 42 cyber scams nationally

Mumbai: Khar Police has registered an FIR against two men for running 22 mule bank accounts through which at least 42 cyber fraud cases were perpetrated throughout the country. Police said an amount of Rs 7.42 crore was defrauded collectively in these cases. One of the accused has been arrested.Khar Police were investigating a task fraud when they stumbled onto a much bigger racket of running mule bank accounts. The task fraud complaint was reported to the Khar Police in Feb where a woman working as an airline ground staffer was duped of Rs 4.07 lakh. The woman told the police that she had received a text from one Riya Sanvi on Feb 6, offering a part-time job requiring no joining charges. The job involved taking screenshots of products from Amazon and sending the images. She was promised a commission and asked to join a Telegram group. The complainant did as she was instructed. Another accused approached her on the Telegram group and asked her to make investments in order to be assigned more tasks. Over some time, the complainant ended up paying Rs 4.07 lakh but did not receive any commission.While probing this case, the Khar police team were led to Pune. Here, they found that a flat in Chakan area had been used to register for mule bank accounts. One of the accused, Avinash Kharat, ran 13 mule bank accounts, while his associate, Vikas Bhujbal, ran nine such accounts. The accused ran some of the mule accounts in their names and the rest in the names of other individuals. Police said these 22 bank accounts were used in 42 cyber scams across the country and the amount defrauded was Rs 7.4 crore.The case was solved under the supervision of DCP Mohit Garg and senior inspector Santosh Kate.

Thane: Shiv Sena corporator Ramesh Mhatre walked out of Kalyan’s Adharwadi jail on Saturday after the Bombay High Court granted him bail in connection with the alleged assault of a doctor at a municipal hospital in Dombivli last month.His legal counsel said the bail formalities were completed on Saturday, and he left the jail premises around 4.30 pm. He has also surrendered his passport as per the bail conditions and left for Goa, where he will stay till the chargesheet is filed and stay present before the local police station thrice a week.“I have faith in the judiciary,” Mhatre said after stepping out of the premises but refused to respond to media queries saying the case was sub-judice.It may be recalled that Mhatre and four others were arrested for allegedly assaulting doctors at the KDMC-run Shastri Nagar Hospital in Dombivli on July 6 after family members of a pregnant woman accused the staff of delaying her treatment. The Court has also granted bail to the four other accused in the assault case.
