Thane: The Kalyan-Dombivli Municipal Corporation (KDMC), on Tuesday, constituted a committee to probe allegations by the family of a minor girl that three pregnancy tests conducted at the Shastri Nagar Hospital in Dombivli without their consent tested positive, while subsequent tests outside the hospital were negative, thereby pushing them and their daughter to immense trauma.The girl was admitted to the hospital last month after being diagnosed with low haemoglobin. According to her family, doctors conducted a random urine pregnancy test without informing them. The test reportedly returned positive. When the family questioned the result, a repeat test was conducted, followed by a sonography, which they claimed also indicated pregnancy.The family was shocked by the reports while the doctors who disclosed the findings in front of the girl also left her visibly distressed, alleged BJP corporator Dipesh Mhatre, who intervened in the matter.“The family decided to privately conduct two urine tests using different pregnancy kits and a blood test reportedly which tested negative, bringing relief to the family but leaving the teenager emotionally distressed, he said.“The girl has suffered considerable emotional distress. How can such a sensitive test be conducted on a minor without informing her parents and the results announced in front of her? There must be a thorough inquiry into the tests, reports, doctors involved and also to verify if the protocol while dealing with minors was followed or not,” Mhatre said.Chief Medical Officer Dr Deepa Shukla said the KDMC Commissioner Abhinav Goel has ordered an inquiry committee.

Mumbai: Amid the controversy over the proposed restoration of reservation of Bandra’s Neville D’souza Football Ground from a playground to a convention centre, minister and Bandra West MLA Ashish Shelar told TOI that while he was in favour of the sport, the plot’s original reservation could not be altered merely to suit a particular use.He said temporary or practical use of the land as a football ground should not be confused with its statutory reservation. “One needs to understand the history of the plot,” Shelar said, pointing out that the Mhada-owned land was originally reserved for a convention centre and not a playground. He asserted that the current proposal is only an attempt to restore its original reservation. Shelar said he had served as chairperson of Mumbai District Football Association and had ensured that the land was made available to the football fraternity to prevent it from being encroached upon in the early 2000s. However, he added, this did not mean that the original reservation could now be changed. Shelar said he was open to a dialogue on the issue and would also support providing an alternative football facility in the same area. He said if anyone wants to play politics over the issue, he would deal with them politically, a likely jab at Shiv Sena (UBT) that has put up a stiff opposition to BMC’s proposal as well as to the alleged takeover of other open spaces in the city. Mumbai Football Association has challenged BMC’s move in Bombay HC, seeking to retain the plot as a playground. The next hearing is on Aug 24. Mario Fishery, trustee of Mumbai Citizens Forum, said the change proposed during the peak of the FIFA World Cup fever was particularly disheartening for football enthusiasts like him. “For a city like Mumbai, we need more such facilities where young talent can be nurtured and given an opportunity to play. Having played for Mumbai myself, I feel that a city of our size and population deserves to have more, not fewer, football grounds.Vidya Vaidya, chairperson of Bandra Reclamation Area Volunteers Organisation, said it was best to adhere to the approved layout. Mumbai: Minister Ashish Shelar’s assertion that a land’s original reservation cannot be altered to only suit a particular use appears to be at odds with BMC’s actions. Proposals for changes in land use have been made for multiple sites in the city and a 1,005sm plot housing the now defunct century-old Alexandra Theatre in Byculla and a 3,439sqm plot in Versova meant for a fire station and a civic post are set to be the latest casualties.BMC will move a proposal on Wednesday before its improvements committee seeking to remove the Byculla plot’s cinema/entertainment reservation and rezone it for residential use. Opposing the plan, the Kamathipura development committee on Tuesday urged BMC to retain the existing reservation and protect one of the few remaining recreational amenities in the locality. In a letter to BMC chief Ashwini Bhide, the committee said the state govt, through Mhada, is undertaking a group redevelopment project spread across around 34 acres in Kamathipura. It said the redevelopment will substantially alter the neighbourhood and have a significant impact on available recreational and public amenities. It said it is, therefore, important to preserve land reserved for such amenities. The committee urged the civic administration not to alter the reservation “under any circumstances”. According to BMC’s proposal, the theatre has been closed since 2007 and owing to the current condition of the premises and changing trends in the entertainment sector, running it is no longer economically viable. Besides, it said, the building is in a very dilapidated condition. The proposal said an application seeking cancellation of the cinema reservation and inclusion of the plot for residential use was submitted by Sameer Qazi of the state waqf board to deputy CM Eknath Shinde on Feb 25. The state urban development department subsequently sought BMC’s opinion on the proposed change. The plot’s occupant, Rafiq Patel, also submitted an application to the civic development planning department. Following scrutiny and verification by the civic departments concerned, a proposal to delete the cinema reservation is now being placed before the improvements committee. Approval of the civic House of corporators will also be required for the change.

Since the land is handed over to the government before the award is decided under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (LARR) Act-2013, interest is paid to the affected person on the compensation amount for the period payment has been delayed. “Since there is a difference between this interest rate and the prevailing interest rate on bank loans, the state cabinet approved an amendment to Section 72 of the LARR Act, 2013. Accordingly, interest will now be paid at a rate 1% higher than the rate at which the RBI lends to commercial banks,” the official said.The state government is in the process of acquiring land for Mumbai 3.0 to be spread over 323.44 sq km across 124 villages in Uran, Panvel and Pen tehsils. The government is also preparing to acquire around 15,000 hectares for the Eastern Vidarbha Industrial Corridor. It is also acquiring land for the Vasai-Virar multimodal corridor, Vadhvan Port, Shaktipeeth Expressway and other infrastructure projects.Often the delay in awarding compensation is because of bureaucratic red tape, lack of coordination between the local revenue department and other departments as also delay in allocation of funds for land acquisition, said officials.

The judges commended BMC for the “amazing improvement” in cleaning up a major part of the natural pond by removing garbage. They noted the collector’s office “has hardly moved in the matter” except for issuing letters to officials. They sought his written explanation on Friday.

Mumbai: The Maharashtra cabinet has cleared a proposal for a loan of Rs 18 crore from the National Cooperative Development Corporation (NCDC) for Shree Nilkantheshwar Shetkari Sahakari Sakhar Karkhana in Latur, whose chairman is BJP MLA Abhimanyu Pawar, as a “special case”.The proposal was cleared despite objections raised by the state sugar commissioner and finance department, which pointed out that the cooperative sugar factory did not fulfil conditions laid down in the state’s policy, TOI has learnt. Several ministers at the cabinet meeting also questioned the clearance, asking why other factories were not receiving similar exceptions, sources said.When contacted, Pawar, a close associate of chief minister Devendra Fadnavis, denied that the cabinet cleared the loan proposal as a special case, even though this was the term used in the government’s press statement.NCDC loan proposals are routed through the state, which provides a guarantee for the sum. In 2024, the factory had received an NCDC loan worth Rs 22.9 crore.TOI has learnt that the state sugar commissioner had informed the state cabinet that the factory was not eligible for an NCDC loan on several counts, according to the policy laid down on June 25, 2026. It had acquired cumulative losses worth Rs 108.9 crore and had exhausted its limit to raise external loans, he reportedly said. Also, it had received government assistance worth Rs 50 crore in 2023 and Rs 22.9 crore in 2024 and was still repaying those loans, the sugar commissioner said.The state finance department too reportedly said the factory was not eligible and the proposal should not be approved. It also said that other sugar factories would make the same demand and this would increase the financial burden on the state.Pawar told TOI: “This is not a special case. Other sugar factories have been given loans worth Rs 300-400 crore. This is a small sum.”He said that the factory had been closed for 15 years and was under liquidation and that he had managed to revive it last year. “The factory had received an NCDC loan in 2024 for expansion purposes. The loan proposal this year was for the repayment of loans owed to two cooperative banks. The factory also needs working capital and was classified as an NPA,” Pawar said.The Mahayuti government faces a debt of Rs 11 lakh crore, mainly the result of sops, including the state’s flagship Mukhya Mantri Majhi Laadki Bahin Yojana, which were announced before the 2024 assembly polls.

Navi Mumbai: An assistant municipal commissioner of Navi Mumbai Municipal Corporation (NMMC) had a miscarriage after allegedly being manhandled by a mob during a demolition drive.The razing exercise was conducted in Airoli Sector 2 on July 30. Further, NMMC has squarely blamed the city police for its inaction, according to the note filed by the civic body before Bombay High Court, a copy of which is with TOI.NMMC advocate Anil Anturkar mentioned the incident without naming the officer. She was surrounded by a few locals, and one among the mob allegedly referred to his contact with a minister.Confirming the incident, an NMMC official source said, “She had sought assistance from the civic chief prior to the demolition drives.” The official was seen in a video while participating in the demolition drive.Despite repeated attempts, deputy municipal commissioner (encroachment) Sanjay Shinde could not be reached for a comment.The HC bench was hearing the contempt petition filed by advocate Kishor Shetty with respect to a PIL on illegal constructions in Navi Mumbai. Between June 16 and July 7, NMMC submitted that action was taken against 63 illegal structures.In the note, NMMC said when the staff had proceeded for the demolition, a serious incident took place in which the mob attacked the civic staff. An FIR was filed on the evening of the same day with the local police. However, no action has been taken against the persons who have been named in the FIR.“Unless police authorities also spring into action, it would not be possible for the officers and employees of the municipal corporation to place their lives in jeopardy in the discharge of their statutory duties. Timely action by the police would inspire confidence,” NMMC’s note stated.NMMC’s note said it showed its readiness to produce the video in order to impress upon HC the seriousness of the situation and the inaction on the part of the police authorities, so that suitable directions may be issued.

Palghar: Four back-to-back earthquake tremors struck Jawhar taluka in Palghar district on Monday night, triggering panic among residents and prompting several people to spend hours outside their homes.A 3.2-magnitude tremor was recorded at 10.04pm, with its preliminary epicentre reported near Dengachimet. The tremor caused vibrations in houses, prompting several residents to rush outdoors.At 11pm, another, stronger tremor measuring 3.4 magnitude was felt in the area. Its preliminary epicentre was reported near the Shri Jagdamba Mata temple in Hade village, close to Dengachimet. Residents said the second tremor intensified fears as ground vibrations continued for some time.Two more tremors were reportedly felt at 11.39pm and 12.05am, prompting several residents to remain outdoors for hours after midnight, fearing further shocks.No casualties or major damage have been reported so far.The district administration has alerted the agencies concerned and is monitoring the situation. An awareness campaign is also expected to be launched in Jawhar to allay residents’ fears and educate them about precautions during earthquakes.The nearby Saputara region also reported four tremors on Monday. Tremors measuring 2.9, 2.7, 2.0 and 2.8 magnitude were recorded between 7.53am and 9.38pm in areas around Shinde and Rahude villages.The district disaster management department has taken note of the tremors and is keeping a close watch on the situation.On Tuesday, chief minister Devendra Fadnavis directed the administration to undertake a comprehensive assessment of seismic activity in Nashik and Palghar districts and intensify awareness campaigns among people, especially students.An earthquake of 4.3 magnitude struck Nashik on Saturday night, followed by a tremor of 3.3 magnitude on Sunday morning, at a depth of 5 km in the Bhanwad area, close to the Hatgad mountain range near the Maharashtra-Gujarat border, as per officials.Fadnavis, during a discussion in the state cabinet meeting, said a study by the Centre for Seismic Technology was already underway, but directed the authorities to rope in additional reputed institutions to conduct a more comprehensive assessment of the situation. The figures, disclosed by the ministry of corporate affairs in the Lok Sabha to a query by Shiv Sena (UBT) MP Rajabhau Waje, show that Mumbai recorded the highest number of closures at 12,009, followed by Pune with 6,433 and Thane with 4,704.The data has triggered criticism from opposition leaders, who blamed the state government for failing to address issues affecting businesses and job creation. The largest number of closures were recorded in business services (14,613), followed by manufacturing, mining & quarrying (6,582); trading (4196) and community; personal and social services (3,361).Opposition Shiv Sena (UBT) MLA Aaditya Thacekray and NCP (SP) MLA Rohit Pawar slammed the state govt for the closures.“In our Maharashtra, known as the growth engine of the nation, as many as 36,211 companies have shut down over the past 5 years, and the central government itself revealed in the Lok Sabha yesterday that a staggering 12,000 companies have closed in Mumbai, the economic capital of the country. Due to the closure of these companies, lakhs of youth in the state today have been deprived of their employment. Over the past five years, while the state rulers in Maharashtra have been engrossed in the tug-of-war for power, vital aspects like employment, industry, education, and health have been neglected—and this is the visible outcome. Be that as it may, now at least the rulers should step aside a bit from the horse-trading of power and make efforts for the state’s progress; that’s the expectation,” Rohit said in a post on X.Shiv Sena (UBT) MLA Aaditya Thackeray slammed the state govt for the closures. “A figure that should get all of us thinking. Mumbai: A 25% concession in transfer fee will be provided on land purchased for renewable energy projects in the state. The stamp duty too will be waived off.The incentive is being provided as the govt has set an objective of sourcing 50% of the total electricity demand in the state from renewable energy sources by 2029-30. It plans to scale up production of renewable energy to 65% by 2035-36 under its comprehensive Maharashtra Renewable Energy and Energy Storage Policy.To accelerate renewable energy projects in the state, the state cabinet on Tuesday approved the proposal offering 25% concession. It will be included in the Maharashtra Renewable Energy and Energy Storage Policy 2025-2035-36 as per the provisions of the Maharashtra Tenancy and Agricultural Lands Act.The transfer of land purchased for renewable energy projects within a group company or subsidiary company required the payment of 25% of the market value of the land as per the Ready Reckoner Rate to the district collector. The government received representation from companies pointing out it put a financial burden on the projects and was delaying setting up of projects.The cabinet has allowed the proposal on the condition that the land will be used exclusively for renewable energy development. “If a company obtains a fee concession in the name of internal transfer and later uses or sells the land for any other purpose, the transfer fee will be recovered with interest,” said an official.
