In Shivaji Park, a new generation of protesters meets an old political stage

Mumbai: They balanced on the compound walls of Art Deco buildings, jumped on top of stationary police vans, and wore the national flag on their shoulders. The crowds at Friday’s Tiranga rally held cheeky placards and proud banners: “They said Gen Z only knows how to scroll. Turns out they know how to take a stand.”For much of the past week, they have taken that stand not at Azad Maidan, the officially designated space for protests at CSMT, or in Instagram-famous Bandra, but at Shivaji Park, a historic space closely associated with the city’s particular brand of street politics.The advantages of the neighbourhood are evident: a large open space; well connected by public transport, especially with the addition of the new Aqua Metro line; and, perhaps most importantly, accustomed to political gatherings, especially by the Shiv Sena and the Thackerays, who have thrown their backing behind the Cockroach Janata Party (CJP) movement to hold the govt accountable for the NEET exam leaks and other education failures.

The protests give the Thackeray cousins an opportunity to regain political relevance — even without hoisting their party flags. The Shiv Sena (UBT) had lost ground after Eknath Shinde split the party in 2022, and the MNS led by Raj Thackeray has been politically sidelined. But Sena (UBT) chief Uddhav Thackeray was an early supporter of both the CJI’s Abhijeet Dipke and the activist Sonam Wangchuk. Uddhav had received Wangchuk at his residence on June 12 and held a public rally in his support at the park on July 19. On Friday, Uddhav, son Aditya, and Amit Thackeray, Raj Thackeray’s son, shared a stage not only with CJP representatives but also one-time opponent Tushar Gandhi.With no impending elections, the Thackerays’ support had no political agenda, claimed a senior Sena (UBT) functionary. “But it has rejuvenated our party and made us more relevant, especially with the young,” he acknowledged. More importantly, he says, the movement has demonstrated that the BJP is not invincible.Young people at Friday’s protest certainly seemed conscious of the need for diverse political representation. “The problem is that all power is concentrated in the hands of one party, in the Centre and states. So, they don’t want to listen to anyone,” said Nilesh Sutar, a BCom student. For others, this protest may be the beginning of political engagement. Akanksha, 19, from Mumbra plans to take NEET next year—and register as a voter by the next election. “Now I know who not to vote for,” she said.Interestingly, this was also the first protest for many older people as well, from parents to working professionals. But for many residents of the neighbourhood, some of whom also showed up at the protest, the gathering was hardly strange.Politics of a ParkShivaji Park has a long history of being a space for political struggle, one that predates its use as a recreation ground, notes 86-year-old Shanta Gokhale, a writer who has lived in the neighbourhood for most of her life. That history dates to the Independence movement. “During one of Gandhi’s imprisonments, his wife, Kasturba, had to speak on his behalf, and it was at the park that she did so,” Gokhale says.But it was in the 1960s that the park really gained importance by hosting rallies for the Samyukta Maharashtra statehood movement. Uddhav’s grandfather, Prabodhankar Thackeray, lived south of the park, and the writer P K Atre, who was involved in the statehood movement, lived north of the park, Gokhale recalls. “Political culture was part of Shivaji Park culture at one time along with music, gymnastics and cricket,” she says.Later came Shiv Sena founder Bal Thackeray’s massive Dussehra rallies. Lakhs of people also camp out every year in and around the park in the run-up to Babasaheb Ambedkar’s death anniversary at Chaityabhoomi on Dec 6. Large crowds also flood the area during Ganpati Visarjan. And recently, the space has also begun to be used for state funerals like Lata Mangeshkar’s in 2022.The current protests are thus less a “revival” of the park’s political function but a “continuation”, Gokhale says. Most of Friday’s protesters came from distant suburbs, not the immediate neighbourhood, whose culture and demographics are changing as swanky new towers replace three-storey tenanted buildings. Gokhale lives in one of those buildings, and though she no longer steps out much, she’s been hearing the slogans from her window. “I sit and fume every time there’s a paper leak,” she says. “I am with the protesters. More power to them.”

On July 22, the survivor was allegedly raped, following which she approached the police the next day. On July 24, police arrested the accused and produced him before court. Mumbai: The Enforcement Directorate (ED) has attached Hotel Rangsharda in Bandra and a land parcel in Prabhadevi belonging to Rang Sharda Hotels Pvt Ltd, collectively worth Rs 332 crore, in connection with a money laundering case involving Prabhudas Virchand Lotia and others.It is alleged that Mhada had allotted a land parcel to Rang Sharda Pratishthan Trust at a concessional rate exclusively for the promotion of Marathi theatre, literature and cultural activities. But the accused had misused it by exploiting it commercially.The ED is investigating a money laundering case based on an FIR registered at Bandra police station, on a complaint by trustees of Rang Sharda Pratishthan who alleged cheating and criminal breach of trust committed by Lotia and Rang Sharda Hotels.

The ED said that during the investigation, it found that Lotia, acting through Rang Sharda Hotels, wrongfully appropriated and exercised control over the land allotted to the Trust and commercially exploited the same in violation of the conditions of allotment and regulatory approvals.The ED said: “The investigation has further revealed that Rang Sharda Hotels Pvt Ltd failed to hand over the Drama Theatre and artists’ accommodation to the Trust as required and instead utilised the property for operating a hotel, lodging house, restaurant, liquor bar, banquet facilities and other commercial establishments without obtaining the requisite statutory approvals.”The ED said that Prabhudas Virchand Lotia caused unauthorised sale of commercial premises at the land allotted to Rang Sharda Pratishthan Trust and used such proceeds to acquire another property at Prabhadevi. The ED said the total proceeds of crime identified during the investigation have been estimated at approximately Rs 512 crore, including the revenues generated through hotel operations, lodging house, restaurant, liquor bar, banquet facilities, along with other income, including rents.

During the course of investigation, Unit 3 on Saturday arrested Satishkumar Mistry (26), Amit Yadav (26), and Suraj Gautam (21), taking the number of arrests to four. All three were produced before the court.Their lawyers, Umesh Kumar and Nirali Sharma, told the court that their clients have been falsely implicated as nothing has been recovered from them. The informer also sent photos to corroborate his claim.Krishna Ahir, son of Sachin, who is the complainant in the case, told police that four domestic workers had been employed at the family’s Worli Sea Face residence for several years. Dashrath Sharma had been working as the family’s cook for about 17 years, while Amarjit Shah had been cooking for nearly 13 years. Satish Kumar Mistry and Amit Kumar Rambachan Prasad had been employed for six to seven years for household work and serving meals, while Suraj Kumar Gautam had joined as a housekeeper about two-and-a-half years ago.Krishna told police that the accused had intimate knowledge of the family’s daily routine, the locations where valuables were kept and access to CCTV systems. After a fire caused by an alleged short circuit at the residence on Oct 13, 2025, the family initially believed that some valuables and cash had been destroyed. Mumbai’s public open space access shows sharp disparities across its administrative wards.

While satellite images paint Mumbai as a green city, the reality on the ground is stark: public open space ranges from 9.4 sq m per resident in A Ward to just 0.5 sq m in B Ward, exposing sharp disparities in access to parks across the city’s 24 administrative wards. To put this in perspective, residents of A Ward have nearly a parking space’s worth of public open space each, while those in B Ward have barely enough room to stand.The finding is in the report Public Open Space Mapping and Management Strategy for Mumbai by the Urban Design Research Institute (UDRI) and NAGAR (NGO Alliance for Governance and Renewal).

Per capita public open space was calculated using the combined area of Existing Open Spaces (EOS) and Reserved Open Spaces (ROS) in DP 2034 against each ward’s 2011 Census population. The report found Mumbai currently has just 1.28 sq m of existing open space per person, far below the DP 2034 target of 4 sq m.The report distinguishes between EOS and ROS earmarked under the Development Plan, noting that even EOS figures do not necessarily reflect actual public access.The study found several existing open spaces remain partly or wholly inaccessible due to encroachments, restrictions, private ownership or limited public access, meaning usable recreational space may be lower than official figures suggest. For instance, a private club in Andheri is marked as a public recreational space despite restricted access, while a school playground in Malad is shown as a public playground even though the public cannot use it.Anuradha Parmar, executive director, UDRI, says, “While acquiring new reserved open spaces remains a challenge, there is no justification for leaving existing ones unusable. The fastest way to increase the city’s usable open space is to urgently channel BMC funds, much of which go unspent each year, towards developing already acquired but neglected open spaces. Equally important is ensuring that every Existing Open Space (EOS) has access through a road formally demarcated in the DP, protecting these spaces from private encroachment.”The report says the island city averages 2.94 sq m of public open space per person, though disparities remain. In the suburbs, the average drops to 1.05 sq m. M East (Govandi), L (Kurla) and H East (Kalina) wards have the poorest access, with 0.6 sq m, 0.6 sq m and 0.7 sq m per capita, respectively. According to the report, these wards face multiple constraints, including high slum density.Nayana Kathpalia, trustee, UDRI and NAGAR, said while every ward has its own challenges and historical legacy, redevelopment in some of Mumbai’s densest neighbourhoods offers a rare opportunity to rethink public spaces and shared amenities. “We need to stop viewing redevelopment as merely a real estate exercise and start treating it as a once-in-a-generation chance to create more open spaces,” she said.Parul Kumtha, also a trustee fromNAGAR, said Mumbai has another major opportunity with the creation of large new public open spaces. “Connecting underserved neighbourhoods to large city-wide assets like the Coastal Road gardens and Mahalaxmi Racecourse is key to expanding equitable access to green spaces.”Reacting to the report, Sunil Rathod, chief engineer of the DP department, said the 4 sq m per capitatarget will be achieved gradually as reserved open spaces are acquired and developed. “Since outright land purchase is not financially feasible, the BMC relies on planning tools under the DCPR, including TDR and redevelopment, while acquiring land where there is a clear public need.”

MUMBAI: After months on the run, Bijendra Gupta, the main accused in the Maharashtra TET paper leak case, was arrested by Thane police from Bihar on Saturday morning.Gupta was wanted in the Maharashtra TET paper leak case, in which the SIT had earlier arrested his wife, Suman Gupta, alleging that she managed the proceeds of the racket and helped him evade arrest.Police had also issued a look-out circular against Gupta, who is also an accused in examination paper leak cases in Uttar Pradesh, Bihar and Odisha. He was out on bail in the Odisha case.Earlier this week, the Special Investigation Team (SIT) probing the Maharashtra Teacher Eligibility Test (TET) 2026 paper leak claimed that the alleged mastermind, Gupta, lured two employees of an Agra-based printing press into leaking the exam papers by promising them a plot of land each. Investigators also alleged that Gupta gave the two men Rs 8,000 each for a “liquor party” before they smuggled out copies of the question papers.According to police, Babulal Kushwaha and Naresh Kumar exploited security loopholes at the printing press to steal all four sets of the TET question papers before they were dispatched to Maharashtra. The papers were then allegedly passed on to Gupta through his network.The probe has also found that Gupta had struck a deal through arrested accused Kapil Dahiya to sell the leaked papers to a Pune-based man, who remains absconding. Police said the suspect was in contact with nearly 50 teacher aspirants who were willing to buy the leaked question papers ahead of the June 28 examination.The alleged leak was foiled after Bhiwandi Zone Deputy Commissioner of Police Pawan Bansod received a tip-off a day before the exam.
